Azerbaijan’s Greenwashing of Ethnic Cleansing in Nagorno-Karabakh

In recent years, Azerbaijan has been gaining international attention for its environmental initiatives and ambitious projects to transform its energy landscape. From advancing its renewable energy agenda to hosting international climate change forums, including COP29, the country has sought to position itself as a leader in environmental stewardship. However, behind this green façade, a darker reality is unfolding in the region of Nagorno-Karabakh, where Azerbaijan has been actively engaging in a campaign of greenwashing to mask its ethnic cleansing against the indigenous population of Armenian Christians.

The region of Nagorno-Karabakh is the historical home to Armenian Christians. It has been the epicenter of a territorial conflict between Armenia and Azerbaijan. Following the collapse of the Soviet Union, this ethnic and territorial dispute erupted into full-scale war in the early 1990s. Despite a fragile ceasefire, tensions simmered until Azerbaijan, backed by Turkey, launched a full-scale military campaign in 2020, which shifted control of the autonomous region to Azerbaijan. Turkey had worked closely with Azerbaijan to modernize the Azeri military to bring it up to NATO standards.

As a result, over 120,000 Armenian Christians were forced out of their ancient homeland in the region. Armenian Christians were subjected to persecution and destruction of their cultural heritage and religious sites, and were the victims of targeted attacks by Azerbaijani forces. In September 2023, the Armenian population of Nagorno-Karabakh faced a complete exodus was ethnically cleansed after a blitz operation by Azerbaijani forces. What was once a vibrant Armenian enclave has been emptied, with international human rights organizations condemning the mass displacement as ethnic cleansing.

However, Azerbaijan has launched a global propaganda campaign to reframe its actions in Nagorno-Karabakh, not as a humanitarian disaster but as an environmental and developmental success story.

Azerbaijan’s government has leveraged environmental rhetoric to obscure and justify its actions in Nagorno-Karabakh. In recent statements, officials have declared that the “liberated” territories of Karabakh will undergo massive ecological restoration. Promises of reforestation, renewable energy projects, and eco-friendly urban development are frequently touted as examples of the government’s commitment to sustainability. Essentially, they aim to turn this ethnically cleansed region into a green energy zone.

While the language of environmentalism may appeal to international audiences to a degree, these projects serve a more insidious purpose. Azerbaijan’s so-called “green transformation” of Karabakh aims to erase the Armenian presence, both physically, culturally, and religiously, under the guise of eco-friendly development.

‍One of the most glaring examples of Azerbaijan’s greenwashing is the destruction of Armenian cultural and religious sites under the pretext of environmental restoration. Churches, monasteries, and ancient monuments—many of them part of UNESCO’s cultural heritage—are being demolished or repurposed in the name of “infrastructure projects.” Azerbaijan has also claimed that some Armenian heritage sites were “illegally” constructed during the “occupation,” further justifying their removal as part of their “restoration” efforts.

This form of cultural erasure is a key component of ethnic cleansing. By destroying these symbols of Armenian identity and replacing them with environmental projects, Azerbaijan is attempting to erase the historical memory of Armenians in Nagorno-Karabakh.

Another disturbing aspect of Azerbaijan’s environmental rhetoric is the promotion of ecological rehabilitation in territories that have been emptied of their native Armenian population. While Azerbaijan claims it is rehabilitating land damaged by conflict, the absence of the indigenous population calls into question the true purpose of these initiatives. Sustainable development cannot be built on the foundation of genocide, displacement, and exclusion.

By focusing on the environment, Azerbaijan is attempting to shift the narrative away from the ongoing humanitarian crisis, hoping to gain the favor of international partners and environmental organizations. This strategy exploits global concerns about climate change and sustainability, allowing the Azerbaijani government to present itself as progressive and forward-thinking while continuing its campaign of ethnic cleansing.

Azerbaijan’s greenwashing efforts have been met with enthusiasm a degree of acceptance by some international actors, eager to engage with the country on its renewable energy projects and resource development. Western countries, in particular, have been seeking alternative energy partners in light of geopolitical tensions and the push to reduce dependence on Russian energy. Azerbaijan, with its rich natural gas reserves and its newly minted renewable energy plans, has positioned itself as a strategic partner.

Only months after the final military campaign in Nagorno-Karabakh, Azerbaijan was unanimously elected to be the host country for the upcoming climate conference – COP29. Only Armenia resisted the nominations until the Azeris agreed to release two prisoners in return for Armenia removing the veto. With great regard to the many prisoners still held and tortured in Azerbaijani prisons, the Armenians agreed to lift the veto.

Aliyev has publicly stated that Azerbaijan considers their nomination as the COP29 host to be a sign of “respect” from the international community. Activist groups and human rights organizations have expressed their disdain, calling on the international community not respect this dictatorial petrol oligarchy and instead move the conference to a different location.

The world’s complicity is dangerous. While focusing on Azerbaijan’s environmental policies, the international community risks turning a blind eye to the ongoing human rights abuses and the irreversible damage being done to the Armenian people in Nagorno-Karabakh. Furthermore, allowing a state to cloak ethnic cleansing in environmentalist rhetoric sets a dangerous precedent, suggesting that human rights can be sidelined for the sake of strategic or economic partnerships.

Azerbaijan’s greenwashing of its ethnic cleansing in Nagorno-Karabakh is a deeply troubling development that underscores the power of rhetoric in shaping global perceptions. By presenting itself as an environmental champion, Azerbaijan seeks to mask its campaign of ethnic displacement and cultural erasure. It is imperative that the international community recognizes this strategy for what it is: a cynical attempt to cover up human rights abuses under the guise of sustainability and environmental justice. True environmental justice must go hand in hand with the protection of human rights and the preservation of cultural heritage, not at their expense.

Dear Secretary Blinken,

I am writing to you to express significant concern regarding the recent visit of Ambassador Libby to the town of Shushi in Nagorno-Karabakh (Artsakh). The timing and purpose of this visit raise serious questions, particularly given the sensitive nature of the territory and its recent history of conflict and the ethnic genocide of Armenian Christians.

As you are aware, Shushi and the region of Nagorno-Karabakh hold immense cultural and historical significance for ethnic Armenian Christians. However, Nagorno-Karabakh is a place where deeply troubling events have taken place, including ethnic cleansing and the destruction of Armenian Christian churches and cemeteries by the government of Azerbaijan. Azerbaijan imposed a heinous and illegal blockade on Armenian Christians living in the region, depriving them of critical resources including food, fuel, and medicine. The blockade caused a significant humanitarian disaster which culminated in a military campaign that forced the removal of nearly 120,000 ethnic Armenian Christians from the region. Against this backdrop, Ambassador Libby’s visit to Shushi demands a thorough explanation as to why a representative of the United States would legitimize the hostile takeover of a region where tens of thousands of Armenian Christians were subjected to atrocities and their heritage desecrated in such a brutal fashion.

I urge you to provide clarity on the following matters:

Purpose: What was the specific purpose of Ambassador Libby’s visit to Shushi? Was it purely diplomatic, or were there other motives behind this visit? And why didn’t the Ambassador recognize the heinous ethnic cleansing that took place in Nagorno-Karabakh just months ago?

Timing: Why did the visit occur at this particular time? Given Shushi’s history as an ancient Armenian city, Azerbaijan’s documented atrocities against Armenians of Nagorno-Karabakh, and Aliyev’s continued threats to pursue more aggression, the timing of such a visit is alarming, especially given Ambassador Libby’s refusal to acknowledge the destruction of Armenian Christian heritage in the region.

Ethnic Cleansing: Will the U.S. government address the documented ethnic cleansing in Nagorno-Karabakh? Given the substantial evidence available to the State Department, it is crucial that the United States takes a firm stance against any form of ethnic and religious violence and works towards ensuring the safety and rights of all affected communities.

Protection of Armenian Christians: What steps is the U.S. government taking to protect Armenian Christians and their religious sites in Nagorno-Karabakh? The destruction of churches and cemeteries is not only a violation of religious freedom but also a violation of human dignity.

Armenian Christians deserve justice, security, peace, and the right to return to their ancestral homeland in Nagorno-Karabakh. It is imperative that the United States, as a champion of human rights and international law, avoid any actions that consolidate Azerbaijan’s ethnic cleansing of Nagorno-Karabakh and – just as urgently – lead concrete efforts at the United Nations and other international institutions to ensure that Armenians are able to return to Nagorno-Karabakh under an international mandate, and with a sustained peacekeeping presence.

Azerbaijan has systematically destroyed Churches, cemeteries, and other religious sites since expelling 120,000 Armenian Christians from the region. Prior to its full-scale invasion of Nagorno Karabakh (Artsakh), the Azeris blockaded the region for nearly a year depriving vital resources like food and medicine from the isolated Christians. Their actions against Christians in the region constitute egregious violations of religious freedom.

‍The USCIRF’s designation of Azerbaijan as a CPC sends a clear message that the international community is paying attention to violations of religious freedom and is committed to exposing these violations to the global community. Commemorating the Armenian Genocide: A Call to Condemn Azerbaijan's Human Rights Violations in Nagorno-Karabakh

Every year, on April 24th, the global Armenian community gathers to commemorate the Armenian Genocide. This dark chapter in history where an estimated 1.5 million Armenians were systematically massacred by the Ottoman Empire between 1915 and 1923 is still in the minds of most Armenian people. Every year, this is a solemn occasion that serves not only as a remembrance of the lives lost but also as a reminder of the importance of acknowledging and preventing genocide and human rights violations wherever they might occur.

As we reflect on the horrific period dying the genocide, it is crucial to also shine a light on the present-day injustices faced by Armenians in the region of Nagorno-Karabakh. Following the recent war between Armenia and Azerbaijan over the disputed territory, Azerbaijan has been accused of committing egregious human rights violations against Armenians whose families had lived in Nagorno-Karabakh for centuries and were forced out by the Azeris in 2023.

‍During the conflict, which erupted in late 2020, Azerbaijan launched a brutal military offensive against Nagorno-Karabakh, resulting in scores of casualties and the displacement of 120,000 civilians. Reports from international human rights organizations and journalists on the ground have documented numerous atrocities committed by Azerbaijani forces, including indiscriminate shelling of civilian areas, the use of cluster munitions, and the targeting of essential infrastructure such as hospitals and schools.

‍Furthermore, there have been disturbing accounts of war crimes perpetrated by Azerbaijani soldiers against Armenian civilians, including extrajudicial killings, torture, and mutilation of bodies. These actions not only violate international humanitarian law but also represent a gross disregard for the fundamental principles of human rights.

The case of Ramil Safarov

This evidence and widespread reporting is ample proof of Azerbaijan’s agenda to eradicate Armenian historical, religious, and cultural history from the region. Azerbaijan’s actions have been largely ignored by the international community. The Aliyev regime must be held accountable for these actions by the international community.

Why American Christians Should Care About Armenia: A Call to Recognize Armenia's Cultural and Religious Significance

In the rich history of Christendom, Armenia stands as the oldest Christian nation in the world. Located in the Caucasus region, Armenia’s history is intertwined with this religious identity making it a significant part of the story of the Church. It officially adopted Christianity in 301 AD, and despite enduring numerous trials throughout its history, including genocide, foreign rule, and economic challenges, Armenia has preserved its Christian faith and cultural heritage with unwavering determination. Today, as American Christians, it is imperative that we recognize and support Armenia, its people, and its unique place in the world and the faith.

Armenia’s significance to Christianity cannot be overstated. It was in Armenia that Saint Gregory the Illuminator, credited with converting the nation to Christianity, established the Armenian Apostolic Church, an ancient branch of Christianity with its rich traditions and customs. The Armenian Apostolic Church remains a cornerstone of Armenian identity, providing spiritual guidance and strength to its people for centuries. Not only that, but the current-day evangelical Church in Armenia also continues to grow and become a part of the national fabric.

Tragically, Armenia has also been the victim of horrific atrocities, most notably the Armenian Genocide perpetrated by the Ottoman Empire during World War I. The genocide resulted in the deaths of an estimated 1.5 million Armenians and inflicted immeasurable suffering upon the Armenian people. Despite widespread acknowledgment of the genocide by historians and many governments around the world, including the United States, denial of this historical reality persists, compounding the pain for survivors and their descendants. The American Church can play a critical role in bringing further recognition and healing to this tragedy.

In the modern era, Armenia continues to face numerous challenges, including geopolitical tensions, economic hardship, and threats to its national security. The ongoing and unjustified conflict over the Nagorno-Karabakh region perpetrated by Azerbaijan against innocent Armenians is a growing threat. Nagorno-Karabakh was known as Artsakh and was an independent and autonomous Armenian region within Azerbaijan that was blockaded, starved, and violently taken over by the Azeris.

As American Christians, we have a moral obligation to stand in solidarity with our brothers and sisters in Armenia. Our faith calls us to seek justice, promote peace, and uphold the dignity of every human being. In supporting Armenia, we affirm our commitment to biblical principles and demonstrate our compassion for those who suffer unjustly.

Furthermore, by engaging with Armenia and its people, American Christians have the opportunity to deepen their understanding and diversity of global Christianity. Armenia’s ancient Christian heritage offers valuable insights into the early development of the faith and provides a unique perspective on contemporary theological and ecclesiastical issues.

Political Advocacy: Advocate for Armenian Christians by contacting your elected representatives and voicing your concerns! Tell them Armenia needs US support.
